  4. He has having required that Jurists

Option A is always same as underlined part. So, if you think that there is no mistake the choose A. However,you should also check other options to get exact answer as much it be possible.

A Tougher Example

Let have a tough example:

Here the underlined part is 'that all political and governmental connection between them'.
